2nd Joint Steering Council Meeting

The 2nd Sino-Singapore Tianjin Eco-city Joint Steering Council (JSC) meeting was held in Singapore on 24 August 2009. It was co-chaired by Singapore Deputy Prime Minister Wong Kan Seng and PRC Vice-Premier Wang Qishan.


The meeting reviewed the progress of the Tianjin Eco-city.  It noted the steady progress the Tianjin Eco-city has achieved since the 1st Eco-city JSC meeting and the groundbreaking ceremony in September 2008.  For example, the 4 sq. km large start-up area has undergone significant physical transformation over the past year. Various infrastructural works, including the construction of roads, laying of services and landscaping, have been completed. Preliminary environmental rehabilitation works are also in progress.

The meeting agreed that, going forward, key work areas would include attracting high-quality investments to the Eco-city, addressing the water shortage the Eco-city faces, and developing the Eco-city’s “software” (which refers to policies and processes), for example in areas like public housing, education and community development, in tandem with its “hardware” (which refers to its physical development).  Both the PRC and Singapore governments also reiterated their commitment and determination to make the project succeed.
