The Eco-city is sited on non-arable land, consisting
of salt farms and two major waterbodies, namely, the Ji Canal and the
Yingcheng Wastewater pond. The challenge, therefore, is to construct a
modern city environment where residents can live, work and play, without
imposing on scarce arable land and other resources.
