1 I am deeply honoured to be here today at the groundbreaking ceremony of the Sino-Singapore Tianjin Eco-city.

2 The idea for Singapore and China to jointly develop an eco-city in China was conceived by Senior Minister Goh and Premier Wen in April last year. We are therefore delighted to have them jointly officiate at the groundbreaking ceremony today.

3 The Tianjin Eco-city project is both timely and significant. It comes at a time when the world faces serious challenges in balancing protection of the natural environment with the pursuit of economic growth. It is also a testimony of the strong relationship between China and Singapore and our shared commitment to pursue sustainable development.

4 There are many eco-cities being developed around the world. Two key factors will set the Tianjin Eco-city apart from all the rest. Firstly, it enjoys the support and attention of our two Governments at the highest levels and across the whole of Government. The presence today of Premier Wen and Senior Minister Goh and many of the public agencies from China and Singapore, as well as the private sectors of both countries, bears testimony to this.

5 Secondly, the Tianjin Eco-city is underpinned by the principle of the “three harmonies”, namely, harmony between man and man, man and the economy, and man and the environment. The balanced emphasis on social harmony, environmental protection and economic vibrancy will make the Tianjin Eco-city a unique model of sustainable development.

6 We have achieved significant progress in this project in the short time since it was conceived. I sincerely thank everyone involved for the hard work that they have put in. We all realise that there is a long journey ahead and our responsibilities are heavy. After today’s groundbreaking ceremony, in tandem with the physical construction of the Eco-city, we have to step up our joint efforts to develop the supporting policies and the software for the Eco-city, in line with the principle of the “three harmonies”.

7 With the determination of both countries and the strong support of our leaders, I am confident that we will jointly make the Tianjin Eco-city a success, and in the process, bring the friendship between our two countries to greater heights.
